QUESTION:

Will Texas Bluebonnet seeds germinate and flourish in Upstate NY?

ANSWER:

It is very, very unlikely that they would germinate and thrive in Upstate New York.  Please see the answer to a previous question about growing bluebonnets in Gardiner in Ulster County, New York.
