Who has jurisdiction regarding the seeding of wildflowers along Texas interstates?

ANSWER:

The Texas Department of Transportation has programs designed for seasonal seeding along Texas interstates. You can view their programs on-line from their website, or call their general info line (Austin, TX) at: (512) 832-7000.
